This video is Korean. I don't understand the conversation though.
It appears to me to be one of those guys with a "I don't care attitude", smoking, spitting, and urinating as he wished. I don't see desperation in him. Most likely he was filmed because he was causing nuisance to the residents.

Actually he retweets posts of various languages. Mostly Japanese, but there's a mix of Chinese, Korean, and others.
